There are apparently some government sites claiming the same :/ … but they are wrong even when the setting is disabled (ex.: https://github.com/mozilla-mobile/firefox-ios/issues/32535 …) — so thanks for mentioning USPS, that will help looking into how they're trying to make that (incorrect) decision.

You can try disabling the popup blocking in settings, but it's not guaranteed the site will actually honor it — worth trying though:
