I believe it'll work internationally, but the issue would arise if you needed to update it. The update servers only push to the allowed countries, so it wouldn't allow it to update.

The allowed countries is only specifically where it's able to be downloaded and where it's supported to work. So it could be hit-or-miss if it works if you're traveling in an unsupported country.
