How do I Change Block List and also Choose Which Websites can Store Data on my Computer?

I recently updated to the newest Firefox on my Windows 8.1 Laptop and now I see that the Controls/Preferences are entirely different.

The Change Block List doesn't have a way of making additions or if it does its kept a closely guarded secret.

There used to be a way to select who could and couldn't store data on my Computer but now I see that there are SOME who have stored data that I definitely don't want - but some that I do. The only option NOW is to erase the entire Cache which gets rid of the ones I want.

This is very complicated and the only info I found on Firefox Help is that its out of date.

I seem to have given up control of my privacy as I had it set before and if it can't be remedied I will have to find another browswer.
