31.8 update is not working

I recently followed the instructions for updating from Outlook 2007. the instructions state that after importing outlook data that the thunderbird client would update to the latest, this per the instructions.

The process is not working. Thunderbird states that I have version 31.8 installed, and that it is up-to-date and no updates are available.

Current release is some 70 versions beyond release 31.8. How do I get latest fixes and features installed?
