"Always ask you where to save files" is definitely broken. Can we please open a bug report for it?

Proposed solution: "I believe you also need to go into Tools -> Settings -> General and set the Action for the types of downloads (Applications) to Always Ask for those types you want it to."
But this workaround should not be needed. "Always ask" means always ask. As in always. No other additional steps should be needed.
Can you folks please open a bug to get this fixed? This used to work just fine in (much) older versions of Firefox and Netscape. "Always ask" is supposed to mean always ask. Like, always.

Yeah, it is kind of misleading or unclear. I think the top "Always ask you where to save files" is probably meant to catch file types that are unknown or not shown in the list below. If that is actually the case, then "Always ask you where to save unknown file types" might be better here.
I also believe that the choices in the list below override the choice you make on the top which makes sense. I'd rather PDFs open in Firefox and not be asked where to save them.

However, I should point out that this setting has been present in every previous version of Firefox and Netscape and Chrome, and it used to work correctly, and in all of those browsers, "Always Ask" meant "Always Ask", as in always, as in every time, as in no exceptions, as in no fine print, as in yes the user really does want to always, always, always be asked.

I definitely do not prefer this. PDF files can be of unlimited size: Up to 500 MB, or larger in some cases. It's definitely a bug for Firefox to default to opening these in the browser, and to continue to open them in the browser even after the user has configured to "Always Ask".
Can we please get this handled as a bug, which it is? If a user selects "Always ask" where to download a file, this should cover PDF files as well, without any additional configuration.
