I can replicate the issue. see screenshots Looks like a ETP issue. What are your settings? You can Turn off ETP and then go into the Manage Exceptions and save Fedex.

im having the same problem and after i called fedex to let them know and see if they can remove the example.org from there system for ping test they just hung up on me :(
