What are you using now?

Download the full installer to a thumb drive. Then plug the drive in your computer, and run the installer.

A possibility is to open the Mozilla FTP website in Windows Explorer and download the Firefox setup file that way. See "How To Download Firefox On a New Computer Without Using Internet Explorer":
