Why do I get the message "The item referred to by this shortcut cannot be accessed. You may not have the appropriate permissions." after having installed the updated version of Firefox, and the program won't start?

I have tried to install the updated version several times, and each time I get the same message. I have never experienced this kind of a problem with Mozilla before. I have a Windows 7 system and a new computer, so I suppose it's not a computer bug.
