Am often unable to open Firefox, message says it is open (it's not) and must be closed or computer restarted? How to fix?

Often when I attempt to open Firefox, I get an error message telling me the application is in use (even though closed after last use). I am instructed to close the application (it already is, or should be) or restart computer. That is getting to be a major hassle of constantly restarting.
