I have good news for y'all. Our localization dashboard has been getting some fixes recently. These are the improvements that we've done so far:
* Pageview bars in the dashboard is now visible ([https://github.com/mozilla/sumo/issues/1523 #1523])
* Notification emails are sometimes delayed ([https://github.com/mozilla/sumo/issues/1539 #1539])
* Percentage of the top 10 article is placed in a separate row ([https://github.com/mozilla/sumo/issues/1569 #1569])

Another good news! As per yesterday, you're free to use EMOJI in this platform ✨ now that we moved to Postgres ([https://github.com/mozilla/sumo/issues/435 #435]).
These are some other improvements that we've done recently:
* Percentage belong to the first row in the l10n dashboard is now aligned ([https://github.com/mozilla/sumo/issues/1569 #1569])

Technically, you can. But, I'd avoid that and consult first with the content team before using emoji on a KB article since we don't have any guidelines on that as of now.
