NOT IN Private browing MODE! How would one go about scrolling in the "List all tabs" section/drawer? [I have a bit over 20 pages opened when trying this.]

I tried dragging the scroll bar [which isn't responsive], and even the scrolling with my mouse, the touch-pad, the arrows, the numpad [With NUM LOCK off of course], but none seem to be working. I doubt I'm not getting how to do this. I fear if it is a bug.

Sorry for the confusion. That dark bar is just for your information: it indicates which portion of the list is currently visible on the tab bar. You still have to scroll the bar using the left side < button or the right side > button. If you do that, the next time you click the All Tabs button, the position of the dark line will be updated to reflect the currently visible set of tabs.

You can use code in userChrome.css to add a scroll bar to this drop-down list.

Add code to the userChrome.css file below the default @namespace line.

It is not that difficult to create userChrome.css.

The first step is to open the "Help -> Troubleshooting Information" page and find the button to access the profile folder.

You can find this button under the "Application Basics" section as "Profile Folder -> Open Folder". If you click this button then you open the profile folder in the Windows File Explorer. You need to create a folder with the name chrome in this folder (name is all lowercase). In the chrome folder you need to create a text file with the name userChrome.css (name is case sensitive). In this userChrome.css text file you paste the text posted.

In Windows saving the file is usually the only time things get more complicated because Windows can silently add a .txt file extension and you end up with a file named userChrome.css.txt. To avoid this you need to make sure to select "All files" in the dialog to save the file in the text editor using "Save File as".
