Programme does not open following recent windows upgrade. Message states that I must restart to complete a previous Thunderbird upgrade.
Please be gentle with me as I know nothing about such things. I can't open Thuderbird at all. Just a message to ask me to restart my laptop which has no effect. I have Windows 10

delete c:\Program Files (x86)\Mozilla Thunderbird (your data is in a different directory)
reinstall from https://www.mozilla.org/en-US/thunderbird/
