Why are options being reset closing and opening Firefox?

The option to clear cookies, cache - I choose everything- when Firefox closes is reset to the default when I reopen Firefox. Also, Norton 360 is constantly resetting the Administrative option to clear Firefox to YES when I have set it to NO. The Firewall setting in Norton seems to be unaffected.

I also use Window Washer (Webroot) and under the circumstance, I'm glad I have it.
