Why do some websites indicate I am in Private Mode when I am not

The NY Times and The Washington Post both indicate I am in Private mode and I can not access articles without logging in to their sites vs just seeing articles which I could do last week.

No comments appear following articles from Washington Post on Macbook, why not?
Clearing cookies and cache made no difference.
