The Thunderbird button is available on all supported versions of Mac OS X.

The Thunderbird button is a new feature added in Thunderbird 17 to replace the Menu Bar. It takes the most common functions and puts them in one menu. This saves vertical space. This article describes how to enable it if you don't see it.
