Currently running Firefox v109. Problem existed with 108.0.2 also. Probably only a week or two before that, downloading pdf ran fine.

Downloading a pdf from Firefox "Failed". If I switch in Settings to open in a new Firefox window, it also fails.

Currently running Adobe Acrobat XI Professional locally.

Am able to download a pdf from Chrome successfully.

What exactly happens if you switch in Settings to open in a new Firefox window?

Downloading a pdf from Firefox "Failed".

Are you getting a message on the Downloads list (the one you can view from the Downloads button on the toolbar)? Firefox sometimes provides more details on an expanded panel if you click the ">" button at the right side of the item. Is there any more information there?

Is the "Action" for PDFs set to "Use Adobe Acrobat" or do you "Open in Firefox" first and then use the download button on the built-in PDF viewer's toolbar to save the file to disk? (For reference on this setting: View PDF files in Firefox or choose another viewer)

Is there any pattern of specific sites being affected or are you unable to download PDFs from anywhere on the web? If you need examples for testing:

Curious. My original error came from being unable to download a return address label to LLBean (Use Acrobat). Adobe Acrobat XI is always open on my system. I did not have any errors downloading pdf until approx the beginning of this year). Another site I frequent had a pdf attached which failed to download.

Earlier today I switched Settings from Use Adobe Acrobat to Open in Firefox. That other site I frequent with pdf attached still failed to download (after the switch from Use Adobe to Open in Firefox).

Then I posted to support.mozilla.org

Following your post, I tried your two examples. They opened in a new window just fine. I was also able to open irs form 941.

Then I switched Settings from Open in Firefox to Use Adobe Acrobat. Your first link circ61 failed (download window). So did the site I had (previously unsuccessfully) tried to download from fail.

So, I can toggle between the Firefox options in Settings for pdf. Selecting "Use Adobe Acrobat" causes the pdf download to fail (irs website, different forms).

What folder is set to "Save files to:" on the Settings page? Normally it's the Downloads folder, and normally Firefox uses that folder to pass files over to external applications, and normally everyone is happy. But maybe there is a permissions problem with Firefox saving in that folder all of sudden??
