I have a local file which I can access with the bookmark: 

  file:///home/martin/MyFile.html

I want to add it to the new tab page, but I just get the message "Valid URL required"

If I try: 

  /home/martin/MyFile.html

it tries to open the page: 

  http://www.home.com/martin/MyFile.html

Using a local page as the new tab page is not possible, only https:// and http:// is supported.

Some extensions support this by storing a copy of this file in their own database in local storage.
