For some files like executable files you can only save the file for security reasons and not open (run) the file.

You can't directly create new entries manually in Applications, but you can create a new action if the server sends the file with a valid MIME type (content-type) by placing a tick to do this automatically. If the server sends the file with a generic file type like "application/octet-stream" or send the file as content-disposition then you won't be able to create an action (rule) that is stored in handlers.json and shown in "Options/Preferences -> General -> Applications".

Yeah, I think the problem is that I'd like to "Open" a File most of the time, but Firefox only allows for new downloading actions. That's too bad, I guess I'll just deal with it. Below is per Firefox:
