Do you usually shut down Windows 10 with Firefox still running -- i.e., you don't exit Firefox first before shutting down Windows?
Firefox recently started integrating with a new Windows 10 feature to resume where you left off. You probably can turn that off system wide; I don't know how to do that. For steps to prevent Firefox from integrating with that feature, see:
