When get "Secure Connection Failed", is the connection secure on the Retry, Resend, next try?

I have this problem with all browsers, but use Firefox most always.

I ask to be sure that the connection is secure when banking and other sensitive financial stuff.

I get connection failures on secure and unsecured pages, but it connects practically always on the second try, ie, Retry, Resend.

Is the successful Retry, Resend, the second attempt, a guaranteed secure connection?
