Why does scroll amount reset when I open Firefox?
I recently changed scroll settings in config because it was too slow on my mouse. All I did was disable pixel scrolling, and increase mousewheel.min_line_scroll_amount. But then it was too quick for my trackpad (which is what I use most) so I reverted the settings. Ever since then, scrolling will be a large amount (usually on startup) and I couldn't fix it, because the settings I changed previously were at their original default settings anyways, and any changes I did didn't seem to do much. Config changes I made randomly solved or didn't solve the problem (sometimes would, sometimes wouldn't) and would not stay for the next session I started. I even changed the OS (Windows 7) scroll amount settings, and the problem gets temporarily fixed, only to scroll way too much in the next session. It's strange, if I tweak a setting, the problem gets fixed (temporarily). If I change the setting back, it's still fixed. (For example, Firefox will be scrolling too quickly, I'll change the OS scroll lines from 3 to 2, apply, then back to 3, then apply. It'll then be scrolling a slower, manageable amount.) Any ideas?

The Reset Firefox feature can fix many issues by restoring Firefox to its factory default state while saving your essential information.
Note: This will cause you to lose any Extensions, Open websites, and some Preferences.
To Reset Firefox do the following:
- Go to Firefox > Help > Troubleshooting Information.
- Click the "Reset Firefox" button.
- Firefox will close and reset. After Firefox is done, it will show a window with the information that is imported. Click Finish.
- Firefox will open with all factory defaults applied.

Which prefs did you change?
You can edit or delete the prefs.js file in the Firefox profile folder if you can't revert the change on the about:config page by resetting the modified pref(s) via the right-click context menu (you can click the Status header to sort for user set prefs).
You can also try to delete the content-prefs.sqlite file in the Firefox Profile Folder.
iNerd, I tried resetting Firefox, and the problem persisted. I then tried changing my min_scroll_amount to 1 (5 lines by default is WAY too jumpy on a trackpad). This appeared to immediately fix the problem. But every time I launch Firefox, it is a crapshoot as to whether or not it'll scroll 1 line or 5. I kid you not, I closed Firefox, opened it, and it scrolled 1 line (as it should have). I again closed Firefox, opened it, and it scrolled 5 lines, without me changing any settings! This has got to be a bug, is it not? Any ideas?
Did you try by creating a new profile?
Create a new profile as a test to check if your current profile is causing the problems. See "Creating a profile":

Hmm, I tried making a new profile, the new profile is just as unpredictable as the one I was typically using. I thought it fixed the problem initially, but after a few times launching Firefox, it showed the same results as before.

Certain Firefox problems can be solved by performing a Clean reinstall. This means you remove Firefox program files and then reinstall Firefox. Please follow these steps:
Note: You might want to print these steps or view them in another browser.
- Download the latest Desktop version of Firefox from http://www.mozilla.org and save the setup file to your computer.
- After the download finishes, close all Firefox windows (click Exit from the Firefox or File menu).
- Delete the Firefox installation folder, which is located in one of these locations, by default:
- Windows:
- C:\Program Files\Mozilla Firefox
- C:\Program Files (x86)\Mozilla Firefox
- Mac: Delete Firefox from the Applications folder.
- Linux: If you installed Firefox with the distro-based package manager, you should use the same way to uninstall it - see Install Firefox on Linux. If you downloaded and installed the binary package from the Firefox download page, simply remove the folder firefox in your home directory.
- Windows:
- Now, go ahead and reinstall Firefox:
- Double-click the downloaded installation file and go through the steps of the installation wizard.
- Once the wizard is finished, choose to directly open Firefox after clicking the Finish button.

I have this problem too but my scroll amount actually stays fine when I open and close FF. My issue happens when I close my laptop lid and have my computer go into suspended mode. When it wakes up, firefox has the correct mousewheel_min_line_scroll amount but it's true setting is back to the default value. I have to change it to another number for it to get the scroll back to usable speed for me.
