I have been searching for a solution for over five hours and three different Thunderbird updates. My version of Thunderbird is 91.9.0 (32-bit). I have found several suggestion on things to do, but they are all for prior versions and the UI has changed so they all refer to pathways to find the default incoming message text size that does not match this version. I have tried every font size input I can find, setting all to 20 (larger than I need but immediately obvious when it works) and one of them did change all of the incoming message text sizes, but when I next reopened Thunderbird (for an update), it no longer persisted.

I assume you're referring to plain text messages. And if you increase font of incoming, it also increases size (just for you) on outgoing. The trick is you need to do this twice. First, at tools>preferences>general, set your desired font size. Next, click the advanced option. There is a drop-down menu at top, probably showing 'Latin', or 'Other Writing Systems.' Set that dropdown menu to show either 'Latin' or 'Other Writing Systems. Review all settings there for fonts , and click OK. Now, repeat that step for the other font category. That is, if you set for Latin, repeat the process for Other Writing Systems. You want BOTH to be the same. Be sure to have a minimum font setting. That should do it.

Thank you for your clear and accurate solution. Every font I had was increased already in both places except the minimum font size for other writing systems. Now it all works. The real problem for Thunderbird users trying to Google an answer is that obsolete solutions are the first ones Google gives us. Answers from 2020, 2017, and 2016 (none from mozilla.org) just don't work, and nobody here mentioned Other Writing Systems that I could find.
