I don't have that file. Maybe it stores downloads that were in progress but haven't been completed, so Firefox resumes them automatically?

You can read the contents of a .json file by dropping it into an open Firefox tab. After a few moments, Firefox displays a structured view of the file's contents. (This assumes you renamed it before the .json file extension.)

After additional research I discovered there is a "dowwnloads.json" file in the profile folder. Renaming this file and this issue doesn't happen. What is this file? It appears if file exist during startup the contents are displayed.

Well JavaScript Object Notation (JSON) is a data-interchange format.

You can see how to change FF behaviour when opening a file:
