It often helps to whitelist senders on the mail provider's webmail site, either by clicking a 'whitelist' or 'do not block' link, or adding the sender to the webmail contacts list. That way, the mail is not sent to Spam (not a TB term) before it's downloaded to TB.
Charter says "Charter does not offer a whitelist."
I found this article from Spectrum/Charter. Does it offer any guidance?
Sorry no. This is for blocking. I need to have email from one sender not sent to junk

The default action for Thunderbird is to mark suspected messages with a Junk icon and leave them in your inbox. Have you changed that default action under Junk controls. If not and you see messages moved to a junk or spam folder, it is not the fault of Thunderbird.
The problem was with Charter/Spectrum. Thanks for the help. It's nice to know that it wasn't Thunderbird ignoring my input.
