In Tools/Options/Attachments/Incoming, is there an entry for .jpeg Content Type? If so, click the Action drop-down, Delete Action, OK to close Options. Restart TB and repeat the process: attach a jpeg to a message, and double-click the file. You should see a window that is similar to the attached picture, where you can define the opening application and check the box to do this automatically. If the JPEGView app is not listed, Browse to the correct exe file.
