Why does performance of the firefox siginificantly drops after adobe flash is enabled?
AS noted above, the framerate drops and animation stutter, in Edge all performs fine. Refresh firefox solves it untill flash enabled.

And site and link where this is happening? I have no issues with Flash so unless it can be reproduced by others this may be your system only.
The site www.testufo.com. Resolution of display is 4K.
No problem here. I think if you don't have a dedicate GPU that might also be the problem. Doing 4K or such levels require a GPU that can handle it.

The problem appears to be in full screen mode, when in window mode it performs ok. GPU is for 4K it is onboard intel HD630.

Most if not all iNtel HD are very poor usage for Video performance test. And how do you get full screen. I clicked on the link and it just has a scrolling UFO bars?
Yes it is only bars, the browser should be in full screen. But if Edge and other browsers perform this ok, how could the issue be in GPU?
Different Flash plugins are used by different web browsers. Flash support for NPAPI Plugins seems to be weaker for Gecko than for WebKit/Blink used by Edge, Google Chrome, and Safari, along with many other browsers based upon WebKit/Blink. And Internet Explorer used yet a different version of Flash, ActiveX, which MS is killing off.
Your performance issue may just be related to the differences. Although, 4K is really pushing the limits of all but the latest GPU's in PC's.
Won't be a problem for much longer, by 2020 Flash and all other plugins will be "sand in the winds of time". HTML5 audio / video is the future.
But so far there is no replacement for flash in Firefox. If it does not perform ok, it may be used PPAPI as it performs in browsers correct.
Setting the Flash Player Plugin as click to activate will help keep sites from using it for Ads and videos you did not want playing (that was not HTML5).

Browsers like Firefox and SeaMonkey uses the NPAPI Flash Player. It cannot use the PPAPI version. Though for Linux users there is a workaround of sorts by using a freshplayer wrapper to use the PPAPI version. This was more popular when Adobe did not support NPAPI on Linux with current versions until they did so again in mid Dec 2016.

Tryed again and it appears that performance was the same to even sligtly better when flash has been to always activate versus never activate.
It also appears that after windows update, performance drops.
The issue appears to be in full screen mode in windowed mode it is ok.
Tested again and both are 60fps and 30fps. So can't confirm your problem your saying your having.

Can you be more specific when do you have which fps?
