The Mozilla VPN is available to subscribe in the U.S., Canada, the U.K., Germany, France, Italy, Spain, Belgium, Austria, Switzerland, Malaysia, New Zealand, and Singapore.

After installing the VPN, yes, you can use it from a country that is not available for subscription.
