How far back to an older version can I revert, and how can I do it?
I am using TBird ver. 68.11.0 (32-bit) [on a 64-bit machine (does that matter?)] (Mozilla/5.0 (Windows NT 10.0; WOW64; rv:68.0) Gecko/20100101 Thunderbird/68.11.0), but because of a bug (id=1656728) it isn't working for me.
How far back to an older version can I revert without losing my contacts, folders or filters, and how can I do it? Thanks in advance for any help here!

I suggest you continue any discussion in https://support.mozilla.org/en-US/questions/1297620
This is a continuation of that discussion and I am closing the topic.
As the bugs I already linked you to discuss this going back to at prior to version 3. You would want version 2. It does not support modern authentication or connection security so would be unable to collect mail from most mail servers. So how about you consider working around the minor inconvenience. Perhaps not running filters when you have tabs open might be a start.
