H.264 decoding is slow, and resource heavy. How do I fix?

When I play 1080/60p videos on youtube that uses avc, firefox gpu resources will skyrocket and the browser will get slow and stuttery.

When I play 1080/60p videos on youtube that uses VP8/VP9, firefox will use a minimal amount of gpu resources and the browser feels fast and responsive.

Something is wrong with the H.264 decoder, but I have seen some people talk about using ffmpeg as an alternative decoder for firefox. How can I get that working?
