Firefox will NOT remember last used folder, at wits end

Firefox 47.0.1 Flash 23.0.0.162

Issue: When using a FLASH uploader button on a website, Firefox always opens the 'Program Files\Mozilla Firefox' folder and forces me to navigate manually to the location I want every time. A serious issue when I'm using this method a 100+ times per day. If I use a non-flash upload button (aka every other website on Earth) it's fine and remembers the last-used folder/location.

I've tried:

- Clearing all caches - Safe mode - All add-ons disabled - Updating to newest Firefox - Reinstalling Flash

Is there a way to FORCE Firefox's default location to a different folder as a last resort? I could live with that solution if possible. Maybe in the prefs.js file or something like that?

Are you talking about the Download Folder?

Note: Some software, like Advanced SystemCare with Surfing Protection, can protect files in the Firefox profile folder against changes. If you have such software then check the settings or uninstall this software.

Start Firefox in Safe Mode {web Link} by holding down the <Shift>
(Mac=Options)
key, and then starting Firefox. A small dialog should appear. Click Start In Safe Mode (not Refresh).

Yup, tried this as well as a clean install and still have the same issue.
