Attachments won't display inline with text but show at the end

Recently, I have been receiving emails that have jpg files embedded and attached. However, in the text body I only see a box where the jpg is supposed to be but the jpgs are all lined up at the bottom of the email. I have selected "Display Attachments Inline" on the view menu as well as made sure that the mail.inline setting in the config editor shows true. Any ideas as to how to correct this? I am using TB 31.3.0..
