If you are 'Forwarding' an email, you are not replying, so no email addresses are auto inserted in the TO, Cc or Bcc fields. You have to choose who to 'Forward' them to. So the TO field will be inserted by you, so that servers know who to send email to.
Ideally, you would have removed all the To and cc header information from the content of the forwarding email, as it this sends on other peoples email addresses to people they may not know and they may not approve of that.
