downloading file says its complete but is clearly not finished downloading

when i download a file from putlocker, uploaded.net, rapidgator, or even sometimes a MP3 file that is less than 20mb, it would state that the file is complete in the download manager but it is incomplete. i would start downloading a 400mb then couple minutes later it would state that it is finished in the download manager. when i check the properties of the file that was downloaded, it only states less than half of it was downloaded. i've read similar posts on mozilla support and it seems like there is still no problem. it can't be an anti virus problem because it would have to almost finish downloading the file in order for it to scan it , clearly only less than half of it is finished . i've installed and uninstalled the firefox multiple times. tried downloading the file with a clean installed firefox but the problem still persisted . ive read posts with similar problems and non of them have be solved. multiple people have had this issue. tried the "auto:config" with the virus scan solutions, that the mozilla support has been posting on other posts with the same problem but those haven't work. i really need this issue to be resolved asap please. what could the problem be?! ive tried downloading files with chrome like others have and it still persisted. please please help . i have windows 7. ive down safemode with network connection for windows and i can't seem to get to the downloading site. seems like this is a issue that many have been encountering recently . this just happen this week.

Then you either have a problem with your connection in general, or your connection to those particular servers. The sites you mention require paid premium accounts to download at full speed and resume interrupted downloads. It wouldn't be surprising if they're dropping connections for free users during high-traffic hours.

As for Firefox incorrectly reporting interrupted downloads as complete, that's a known issue that isn't fixed yet. You can watch for any progress in the following bug report, but please don't post any comments there. Voting or adding yourself to the CC list will send you e-mail updates whenever there's any activity on the bug report.

It is possible that anti-virus software is corrupting downloaded files or is interfering otherwise.

Try to disable the real-time (live) scanning of files in your anti-virus software temporarily to see if that makes downloading work.

ive already said it is not an issue with virus and i have disable the scan already. still happening

even though some of the sites i mentioned require paid premium accounts, other sites such as simply downloading a song state its complete when its not. files as small as 15mb are incomplete. so it can't be just the connections to those sites. it is all connections. also this is not happening on chrome when i am using it. i rather use firefox instead tho, but i might have to resort to chrome instead.
