Saving an annotated PDF and opening it again causes all non-text annotations to become immutable
Expected behavior: After re-opening a PDF which has been previously annotated, the annotations can still be tweaked, deleted, or repositioned.
Actual behavior: Re-opening a PDF which has been previously annotated causes drawings and images which had previously been mutable to become an unchangeable part of the PDF.
Steps to recreate: - Open a PDF in Firefox's PDF viewer - Using the "Draw" tool, add a few highlights, scribbles, or other annotations - Using the "Add or edit images" tool, add an image - With either the draw or image tool selected, observe how either annotation type can be clicked on, the repositioned, deleted, or (in the case of drawings) altered in thickness or color - Save the PDF, either by pressing Ctrl+S or by clicking the "Save" button in the top right - Open the saved version of the PDF - Observe that the drawings and images added in steps two and three can no longer be modified or repositioned using the methods in step four.
This does not seem to apply to Text.
