I also have been unable to change position of icons on the Mail Tool Bar in a message window. When I try to drag an icon from the customize tool bar box I get a circle symbol with a line thru it rather than the vertical bar I would expect.

Note that the folder name and file name are case-sensitive. It must be userChrome.css and it must be placed in a folder named chrome.

The inability to drag or move a button usually means you have opened the wrong customization pane.

Some advisors would give you a snippet of css code. My preference is to point you to this add-on:

While it says it's for Firefox, it also works in Thunderbird.

Thanks Zenos I had found that already but was hoping for a simple change this here CSS or somewhere in the arcane ThunderBird config files rather than another add-on. I know I achieved this on another computer, just have not found my notes if they exist.

There are as many customize boxes as there are toolbars. Two may not be the limit, especially as in the past anti virus programs have added additional toolbars.
