I cannot open a new tab from the file menu nor from the new tab "+" to the right of my page. It will only open a new tab when directed there as part of a link from something I may click. Thank you!

This issue can be caused by the Ask.com toolbar (Tools > Add-ons > Extensions)

Your system details show that toolbar in the user agent as AskTbALSV5/3.12.2.16749
