Firefox updates even though I have "never update" selected

After Windows updated itself yesterday, several things happened. First was that Firefox refused to restore my session even though I have it set to do so. I tried several times just opening a webpage and closing Firefox, but each time it opened in a blank tab. The second was that whenever I opened Firefox, a Windows User Account Control message popped up, asking for permission for Firefox Updater to make changes. I did not give it permission, because I was using version 61.0.2 because all of my bookmarks feature descriptions I've written, and Firefox is getting rid of descriptions. Also after this Windows update, the "Use a background service to install updates" option completely disappeared from the Options menu.

I finally gave in and uninstalled Firefox entirely, then reinstalled version 61.0.2. The first thing I did was select "Never check for updates (not recommended)" and deselect "Use a background service to install updates". Yet when I closed Firefox right after that and reopened it, it updated to 62.0.3 automatically and by itself. What am I missing here?

more options

This is a problem since FF57+ you think the option to not update would stop it but no it will still update regardless. I know there is a way to stop it but FF forum will remove any options given to you. I would say search online and you will find there is posting tell you how to do this killing the AutoUpdate.
