The screenshot seems to show the content of an object and thus this isn't about the number of message lines in the console, but how to display/expand larger object in the console. You can see this is more cases and sometimes there is a more (...) button to show more. In older Firefox versions the inspect pane was a sidebar, but they changed this to inline display.

The link to the DXR website was meant to show what the pref(s) you mentioned are about.

Currently only devtools.hud.loglimit seems to used for the new design on the Web Console. The other prefs applied to a previously used version.
