firefox stopped loading a us government web site (on mac) that is available easily on explorer (windows)

I use a MacBook Pro, Snow Leopard 10 I have been using firefox 3.6 to access a gov secure web page but firefox automatically changed some features, and downloaded 4.0 and not I can't access the site. I have removed 4 and reloaded 3.6 but that hasn't helped. the gov page is easily accessible using explorer for windows (at the library)
