set local dom storage to true

"local storage is not defined" "to turn local storage on,open page about config.and make sure that dom.storage.enabled is set to true.and cookies are enabled".

have checked and dom storage is set to true as default,and cookirs are enabled,but it still will not work and gives me this error everytime i turn on.
