Hi there, the Built-in-VPN is progressively rolling out and may not be available in your region just yet. Presently, it's only available in Canada, US, UK, DE and FR.
If you're in those regions and are currently using version 149 or newer, then you should be able to access VPN by adding the app to your tool bar. Just right click on any extension or empty space in the extension tray (top right corner) and click "Customize toolbar". Then locate, click and drag the VPN to your toolbar. Finally hit save in the bottom right corner and you should be ready. Please see Use built-in VPN in Firefox for more information.
