Once shutdown Firefox will not restart on Windows 10

Downloaded Firefox to a new Windows 10 computer. It runs perfectly after boot up but after closing it will not reopen unless the computer is shutdown and restarted. In task manager processes there are a number of Firefox.exe entries but deleting them makes no difference. The firewall is managed by Norton but disable and enabling firefox makes no difference. Tried reinstall and compatibility mode without success.

In case you use "Clear history when Firefox closes" then try to disable this feature.

Start Firefox in Safe Mode to check if one of the extensions (3-bar button/Tools > Add-ons > Extensions) or if hardware acceleration is causing the problem.

  • Switch to the DEFAULT theme: 3-bar button/Tools > Add-ons > Appearance
  • Do NOT click the "Refresh Firefox" button on the Safe Mode start window

You can check for issues caused by plugins.

  • set plugins to "Ask to Activate" on the about:addons page (3-bar button/Tools > Add-ons > Plugins)
  • plugins are not affected by Firefox Safe Mode

Using safe mode problem remains the same even with all plug ins disabled and hardware acceleration off. I'm beginning to suspect third party involvement such as Norton which came pre installed with the machine. I do run Firefox with a Windows 7 machine on the same version of software successfully.
