The Server Settings panel has these settings. See https://support.mozilla.org/en-US/kb/configuration-options-accounts

Use the Get Messages button to fetch messages when you want. You can also use keys F5 or Shift-F5 to fetch messages for the current account or all accounts respectively.

IMAP accounts may still check at startup or push notifications even if you uncheck all the boxes in Server Settings. Best option is to launch in Offline mode and go online when you want to check manually. Options/Advanced/Network & Disk Space/Offline, Offline...
