Sorry but doesnt have plans to Firefox for Windows phone, but in google play has some Firefox browsers created by users

Google Play is for Android and not any mobile Windows os. Also the Firefox browser itself on Google Play is from Mozilla as that is the main way to install mobile Firefox for Android.
