The code for the cookies.xul page has been removed in Firefox 61, so you can no longer use the "View Cookies" button on "Tools -> Page Info -> Security" as a workaround to inspect and modify cookies.

You will have to use an extension or use the image Storage Inspector.

The Storage Inspector (Shfit+F9) is great if you want to know all the cookies related to the current tab. It is much more intelligent than the old cookies dialog. However, I notice it sometimes does not refresh immediately, you may need to use the reload arrow about the cookies list, or click around between categories in the Storage Inspector before Firefox stops showing deleted cookies in the inspector. Hopefully they'll fix that in the next release.
