The PDF Viewer in Firefox doesn't allow for editing a PDF file, especially one that is online.

To edit a PDF file you would need to download and save the PDF file and then use an external PDF application or editor to edit that file.

That is Chrome and what they choose to do is up to them. There should be some free PDF program online that can help you if FF can't do it. This is going beyond what FF can do now.
