How do I lock down options: search tab?

Hi! I want to prevent a internet user from using any search engine other than the one I specify and found (under options: search tab) that I can remove those I don't want.

The problem is that nothing prevents the user from simply selecting "restore defaults" to regain access to the rest.

Is there a way to restrict access (via either password or on non-administrative windows profiles) to the options: search tab (or even options entirely if that's easier)?

Actually its for personal use and I have a problem with accessing inappropriate content that I'd like to safeguard myself against which is why I ultimately went with a white listing option (setup all the restrictions, hand the passwords to someone else, and only have access to a non-administrative windows profile with predetermined white listed listings).

Only problem is that the white listing option through my antivirus software is overridden by the browser options such that they are not being locked away.

Thus seeking assistance here in hopes that someone else will know of a way to accomplish what I'm seeking.
