What version of the Flash Player do you have? as Always Activate will only work on current version which is not on the blocklist for Click to Play soft blocking.

Current versions are Flash Player 21.0.0.213 (Win & Mac) Flash Player 18.0.0.343 ESR (Win & Mac)

https://addons.mozilla.org/firefox/blocked/ April 13, 2016: Flash Player Plugin 20.0.0.306 to 21.0.0.197 (click-to-play)

Unfortunately almost all previous versions of Flash Player since December 2014 have be vulnerable, many times with proven in wild exploits.

If you do have the current 21.0.0.213 (since April 7) and get Flash player blocked then you likely have a older version still installed on system also.

In order to unblock flash you can:

  1. Open up the Addons Menu from the three bar button on the top right of the browser window
  2. Look for Adobe Flash and change "Never Activate" to "Always Activate"

However, please also make sure that you have the most updated version of Flash as to not risk your computer to security vulnerabilities. https://www.mozilla.org/en-US/plugincheck/

The flash player plugin has "ALWAYS ACTIVATE" greyed out, this is my problem, it has been blocked and will not allow me to activate, I can only use NEVER ACTIVATE, (default) or ASK TO ACTIVATE which only works on a few limited sites. I have been a faithful user of Firefox for many years, but unless this is fixed, I will have to look for an alternative, as this problem is causing many sites not to work. Google chrome using embedded flash player plugin is not having this problem, and if there is a vulnerability why do you have to block everyone from using the browser. I am already using the latest version of flash player, and there is nowhere on adobe website to go back any levels, and they probably would not work anyway as a lot of sites check for latest version. I have over 40 years in the IT industry, and am not an IT dunce, but you should check whether what you say is feasible before giving a solution that you are not allowing to happen.

The end result was a little more complicated, investigation showed that my flash player had some of the latest items, but also some leftovers from previous versions. The solution was to uninstall flash player, clean the registry of flash player related items, reload flash player, then got to the information for the sites affected, and clean out all cookies. now it is all working, thank you for leading me in the right direction.
