Title describes the problem, which started with FF 17. I originally asked about this at:

My concern is that, while many people contributed and Mozilla developed a solution (thank you to all!), the thread was closed with a "chosen solution" that does not describe exactly what the user needs to do to fix the problem. The required changes were described in a little more detail in posts made shortly before the thread was closed, but even those may not provide sufficient explanation for many users.

I don't know if I'm approaching this the right way, but I wanted to provide the step-by-step instructions for remedying this issue, for those who might need them.

Required steps to "fix" this issue and make the XP behavior for "dragging to the desktop" similar to what it was before FF 17:

1. Be sure you have at minimum FF 21.

2. Type about:config and click "I'll be careful, I promise!"

3. Right click anywhere in the pane and select New/Boolean.

4. This will bring up a dialog box with the heading "New boolean value." Where it says "Enter the preference name," type: browser.shell.shortcutFavicons and click OK. Then highlight False and click OK.

5. Restart FF. Done.

Fyi, it appears there may be work under way to simplify -- or entirely remove the need for -- these steps in the future
