There is no easy way to reach that "List all tabs" button AFAIK. You would have to use keyboard navigation and start with focus to the location bar (Command+L). Then use Shift+Tab until you get a focus ring on the New Tab (+) button and then press 'L' (first letter of the tooltip).

On Mac you may have to enable using the Tab key for all tabible elements.

Dear cor-el, thanks to your help. I agree that I haven't found an easy way for "list all tabs". It could be that there is no easy way for it anymore. But there was a working combo in previous releases. I actually mapped it to my mouse and used it all the time.
